STANDARD

for

Ship and Ferry Technical Inspection

 

  • Pursuant to the ship hull structures made of wood and steel which are duly and officially registered.

To be a basis for the technical inspection of ships transporting goods and passengers,

The Department of Transport hereby issued standard for ship technical inspection which consists of the inspection of ship hull structures, navigation devices, and other necessary equipment for a ship and as basic information for the ship technical inspectors the criteria are as following:

 

1. Inspection of Ship Hull Structure

​a.Wooden Ship

  • Parts to be inspected consist of: plank surrounding a ship, keelson, ridge (front-back), lath, flooring wood and any other elements which are loose or irregular.  

b. Steel Ship and Ferry:

  • Parts to be inspected consist of: steel surrounding a ship (ship outer layer), general garboard strakes at various points checking whether or not they are in good condition, and whether keelsons are strong or not.
  • The technical inspection of the garboard strakes of wooden ships and steel ships mainly focuses on strength for bearing the weight of goods and passengers based upon the duly and officially registered bearing capacity of the ship.

2. Inspection of Navigation Devices:

  • A wooden ship and a steel ship have the same navigation devices.

(1) Ship Engine System:

Ship engines based on horsepower shall be installed to suit pressure power of the ship bearing capacity and waterway operating route; for example, a northern-route ship (from Vientiane–Bokeo Province) shall be equipped with an engine with a higher horsepower than a southern-route ship (Vientiane–Savannakhet Province and Pakse–Kheenak) since the river flow between those routes are completely different, especially at places full of islets.

(2). Ship Operating System:

- To examine the condition of chains or steering wheel string, mainsail, turbine, ship shaft, and stern tube connected to the ship engine’s transmission system.

3.  Inspection of installing devices and equipment in the hull: are safety systems and other facilities such as:

  1. Lifesaving equipment (swimming tube, life vest…) with an amount that is appropriate for the number of ships’ passengers.
  2. Water feed pump.
  3. Fire extinguisher in engine room or a place that is easy to access.
  4. Shockproof equipment (vehicle tires, side fender).
  5. Ropes in good condition that can resist water pressure when the ship is docking.
  6. Anchor (equipped on medium and large vessels).
  7. Paddles (appropriate for small boats).
  8. Wooden gangways for entry-exit shall be strong and ensure passengers getting on and off the ship conveniently.
  9. Steel gangways equipped on ferries shall be strong and able to bear the weight of all sizes of trucks getting on and off a ferry conveniently and safely.
  10. A ferry shall be equipped with wheel chocks to prevent accidental movement of vehicles on the ferry.
  11. A passenger speed boat shall be equipped with helmets and a sound suppressor.
