Decision
on One Stop Service Committee for Investment Promotion on General Business Activities
- Pursuant to the Enterprise Law No.11/NA, dated 09 November 2005;
- Pursuant to the Investment Promotion Law No.02/NA, date 08 June 2009;
- Pursuant to the Decree on Organization and Functions of Ministry of Industry and Commerce No. 188/PM, dated 17 August 2006;
- Pursuant to Decision on One Stop Service Coordination Committee.
Minister of Industry and Commerce issue the Decision:
Article 1: One Stop Service Coordination Committee
One Stop Service Coordination Committee is comprised of:
- Minister of Industry and Commerce is a Chairman and Director General of Enterprise Registration Department is a Secretariat;
- Representatives from relevant sectors are committee members.
One Stop Service Coordination Committee’s office is located in Ministry of Industry and Commerce, and Enterprise Registration Department performs secretarial duties.
Article 2: Approved list of committee names
Approve list of government officials appointed to be member of One Stop Service Coordination Committee (central level) for investment promotion in General Business Activities:

Article 3: Rights and Responsible of Coordination Committee
The One Stop Service Coordination Committee has rights and responsibilities as follows:
- Examine, consider enterprise registration application for business activities defined in the negative list, in which comments from relevant sectors haven’t been made or there are any issues that need to be studied and agreed on.
- Organize the committee meeting to discuss and agree on any issues set out in the meeting’s agenda and the Laws, the comments shared by the representatives from relevant sectors during the meeting shall be agreed upon by their supervisions.
Article 4: Rights and Responsibilities of Secretariat;
The Secretariat has rights and responsibilities as follows:
- Receive enterprise registration application for general business investment;
- For the non-negative list business activities - examine, consider enterprise registration to the investors;
- For the negative list business activities - deliver the enterprise registration application to the representatives appointed by relevant sectors as committee members as defined in Article 1 of this Decision, to be further submitted to their higher authorities for consideration;
- Follow up the responses from relevant sectors, if no responses are given under the timeframe, it means that relevant sectors considered and agreed to the application;
- Gather conflict comments or any remaining issues that need to be discussed and request for Coordination Committee meeting;
- Make agenda for and take minute of the meeting;
- Notify each Coordination Committee meeting’s outcome to the representatives from relevant sectors that attended the meeting.
Article 5: Rights and Responsibilities of Representatives from Relevant Rectors
The Representatives from Relevant Rectors have Rights and Responsibilities as follows:
- After receiving enterprise registration application, shall coordinate with their inter-ministerial relevant sectors to examine and report to higher authorities for consideration and make a response in written to the secretariat within the timeframe as defined in the Enterprise Law;
- Participate regularly in the Coordination Committee meeting, in case of unavailability, shall assign another representative that understands the topic and related issues to participate on their behalf;
- Report the meeting’s outcome to their supervisions.
Article 6: Implementation
Appointed committee, relevant sectors shall acknowledge, cooperate and strictly implement this Decision.
Article 7: This Decision takes effect from its signature date.
