This decree defines the fine rates and other measures for the violation of the laws and regulations on tobacco control as reference for officers to impose a fine and other measures to violators properly, to achieve national uniformity, to ensure the tobacco businesses are operated correctly in accordance with law and regulations, to strengthen good health of citizen, to reduce the usage of tobacco, and to contribute to the national protection and development.
