INSTRUCTION
on
Verification of Education Certificates, Diplomas, and Qualifications Nationwide
To: - Ministries, ministry-equivalent bodies, provincial and capital divisions;
- Public and private organizations;
- Public and private schools and educational institutes.
- Pursuant to the Law on Education (amended) No. 04/NA, dated 3 July 2007;
- Pursuant to the Prime Minister’s Decree on the Organization and Operation of the Ministry of Education and Sports No. 282/PM, dated 07 September 2011;
Previously, education and sports authorities were actively responsible for preventing and resolving social shortcomings regarding falsification of education certificates, diplomas, and qualifications, but those shortcomings have continued to spread throughout the country and this is likely to increase. Those acts violate laws and regulations, and also affect educational quality, human resource development, and the national economy at present and for the future. Therefore, in order to ensure the management of education certificates, diplomas, and qualifications to be in compliance with laws and regulations, and to urgently prevent and resolve those shortcomings,
The Minister of Education hereby issues an Instruction:
- State organizations, mass organizations, and public and private social organizations that recruit new employees shall actively and strictly inspect and verify education certificates such as secondary education diplomas and vocational education certificates in order to prevent falsification of these mentioned documents in applications for vacancies in their organizations.
- All levels and types of public and private educational institutes admitting students to their institutes shall strictly inspect and verify education certificates as specified in clause 1 above in order to prevent and forestall students who use falsified documents from applying for admission to their institutes.
- From the period of the Lao Education System reform, there are numbers of falsified educational certificates and diplomas. Therefore, state organizations, mass organizations, and public and private social organizations are requested to conduct a retrospective inspection of employees working for their organizations since 2006. In case of doubt or suspicion, the organizations shall liaise in an appropriate manner with the relevant Inspection Department and Technical Department of the Ministry of Education and Sports, the schools, or the educational institutes attended by those suspects.
- Where falsifiers of educational certificates, diplomas, or qualifications are found, the organizations shall give official notice (in writing) to the Ministry of Education and Sports to rescind those falsified documents, to apply disciplinary measure against those falsifiers, and to strictly prosecute them in accordance with applicable laws and regulations.
- The Technical Department of the Ministry of Education and Sports and relevant educational institutes are assigned to issue an additional instruction, and thereafter publish it to societies to acknowledge and effectively comply with the instruction.
- All provincial and capital divisions, public and private organizations at central and local levels, public and private schools, and educational institutes and relevant parties countrywide shall acknowledge and effectively comply with this Instruction;
- This Instruction is effective from the date of signature.
