PRINCIPLE

on

Inspection of Trucks for Transportation Facilitation

 

  • To comply with the Prime Minister’s Order on the Cease of Inspection, Collection of Fee and Service Charges outside System for Transporting Goods along Domestic Route No.: 12/PM, dated 6 June 2004,
  • Pursuant to the Notice of the Prime Minister’s Office on the Weight Measurement of Trucks across the Country No.: 1167/PMO.S, dated 9 July 2004.
  • Pursuant to the Regulation of the Ministry of Communication, Transport, Post and Construction on the Approval of Maximum Weight of Trucks No.: 849/MCTPC, dated 05 March 2002.

 

The Director General of Department of Transport, MCTPC hereby issues a Principle on Weight Control and ensuring Transportation Facilitation by 4 main principles:

1.  Assurance of Transparency

Implementation of weight inspection, all officers shall strictly comply with the Regulation on the Approval of Maximum Weight of Trucks No.: 849/MCTPC, dated 05 March 2002.

  • Exceeding weight shall be reduced and fined in accordance with regulations.
  • Weight measurement stations shall post regulations, notices and requirements and slogan for anti-corruption to ensure transparency of officers in charge of this work.
  • A head of weight measurement station unit is responsible for regularly and strictly monitoring his/her officers so that the weight measurement is compliant with applicable regulations, and avoid corruption.
  • In case that a weight measurer or an officer in charge conspires with one another to violate regulations or accept bribery, they shall be sanctioned in accordance with regulation for civil servant and be preceded based upon applicable laws and regulations depending on severity of misconduct.

2.  Assurance of Concise Measurement without Wasting lots of Time

The inspection shall strictly follow the Order of the Minister of Communication, Transport, Post and Construction No. 736/MCTPC, dated 21 February 2001. The inspection or measurement shall be done at only one place to avoid unnecessary measurements and shall ensure that:

  • Trucks are quickly allocated for inspection without being jam.
  • Appropriate technical methods and examination principles are applied to the weight measurement to avoid any unnecessary delay and can be accountable.
  • A concise record form shall be applied.
  • Packaged goods may be measured without having to enter the scale but an owner shall ensure that the weight is not exceeding the limit; if so, he/she will be severely fined.

3. Reduction of Negative Feedback and Complaints of Business Operators and Society

Coordinating with other relevant stakeholders within a province for mutual understanding to:

  • Actively address problems and negative feedback together with stakeholders.
  • Regularly organize seminar for dissemination of regulations on goods transportation to not exceed weight limit to driver’s association and to transporting business operators.
  • Advertise via newspapers, radio, television and other means of advertisement for citizens understanding and taking part in assisting the authority.

4. Implementation of Principles on all Stakeholders are Responsible

Encourage all stakeholders related to transportation to be responsible for weight control by the following:

  • Provide training to organizations that manufacture industrial goods for export, provide warehousing service, wood excavation, mineral-sand concession and other businesses with regular domestic and international goods transportation to be jointly responsible for their truck weight control.
  • Encourage a place, at which the goods are regularly transported, to have their own scale for weight measurement for their own inspection and a weight measurement may be inspected by officer occasionally.
  • Execute a contract for weight control with association of transportation companies, business operators, owners of warehouse, goods loading place, wood field and companies that manufacture consumption goods to be transported to be jointly responsible to not exceed the weight limit such as cement companies, Lao Brewery Co., Ltd, Lao Soft Drink Co., Ltd, fuel transporting companies… will not be inspected at measurement stations but will be inspected occasionally in terms of ownership over the transporting goods in accordance with the agreed contract.

Thus, this Principle is issued and notified to relevant parties for acknowledgement and strictly implementation.
