on

Criteria for Applicants for Lao Citizen Driving License

Examination

 

(Annex II of Regulation on Management and Driving License Examination of

Land Transport Vehicles No.: 3416/MCTPC, dated 04 September 2002)

 

Criteria for Applicants for Lao Citizen Driving License Examination

Lao citizens, aliens, non-residents, and foreigners living or working in the Lao PDR who wish to take the Lao citizen driving license examination shall fully comply with the following criteria:

 

  • Be 15 years of age or over to be eligible for a motorbike driving license, and 18 years of age or over to be eligible for type A1 and above driving license;
  • Be of good health, such as: having good hearing, good eyesight without color vision deficiency, no mental disorder, disability, or invalidity;
  • Complete training regarding traffic rules and driving theory based upon the curriculum issued by the Ministry of Communication, Transport, Post and Construction; and obtain a training certificate.

Remark:

  • For foreigners, English or French language competency is required; Lao language is an advantage;
  • No interpreters/translators are allowed.

Required Documents for Driving License Examination

  • An application form;
  • A residence certificate attaching photo and duly certified according to laws by the relevant organization for a foreigner, by the village administrative authority where the applicant resides for a Lao citizen, or by a relevant authority (for aliens and non-residents); and with a minimum three months’ validity from the date of issuance;
  • One health certificate (for drivers of vehicles of three wheels or more);
  • A certificate of driving training (if any);
  • Six color 3 x 4-sized photos;
  • Copy of a family book (Family book and a residence certificate must be consistent). For a civil servant at the central or local level who is assigned to perform duties in other provinces for a period of one year or over, a guarantee certificate issued by the relevant authority is required;
  • For driving examination for additional types where the applicant has had a driving license issued in another province, an information record of the original driving license or a copy of the record of the driving license data (a pink sheet) is required. If the applicant moves his/her residence on a permanent basis, the information record of the original driving license shall be transferred to transport authority where the applicant resides and to be attached.

 Criteria for Driving Examination Acceptance

  • Applicants for a driving examination shall complete the training on traffic rules, which are the driving theories as in curriculum issued by the Ministry of Communication, Transport, Post and Construction; and shall obtain and attach a training certificate issued by the relevant authorities to the application;
  • The training is divided into two sections:

1. Short training session for people who can drive:

            Applicants for a driving license for a motorbike, auto rickshaw, tractor, and light-weight automobile can receive a short training session without having any types of a driving license before. Applicants for a goods-transport vehicle driving license shall have a light-weight automobile driving license for at least one year; and applicants for a passenger-transport vehicle driving license shall also have a goods-transport vehicle driving license for at least one year.

2. Normal training session for people who cannot drive or do not have a driving license:

            Individuals who wish to take a driving examination for a light-weight automobile (B) or goods-transport vehicle (C) driving license but cannot drive or do not have a driving license shall have a normal or long-term training session at a driving school; complete that training and obtain a certificate issued by the school and certified by the Division of Communication, Transport, Post and Construction that the  school is located, in order to attach it to the application for a driving examination except for a driving license for a motorbike, walking tractor, or tractor.

Remark:  Provinces, the capital, and special zones that do not have a driving school shall follow item 7 of Article 15 of the Regulation on Management and Driving License Examination of Land Transport Vehicles No.: 3416/MCTPC, dated 04 September 2002.
