Instruction

 

To:      Head of Division of Communication, Transport, Post and Construction in Provinces, Capital, and Special Zones

            Subject: To Inspect and Manage Heavy Trucks (Weight Measurement) for 24 hours.

  • Pursuant to the Notice of the Prime Minister, Director General of the Prime Minister’s Office No.: 1037/PMO, dated 14 June 2000 on the Approval for the MCTPC to issue a Notice on Management of Heavy Trucks;
  • Pursuant to the Notice No.: 2191/MCTPC, dated 04 July 2000 on the Management of Overweight Trucks along the Main Roads of the Lao PDR.

Considering the actual operation of goods-transporting trucks countrywide, it is seen that some of them transport goods with a weight exceeding the limit stipulated by the Ministry of Communication, Transport, Post and Construction (“MCTPC”), and operate at night time and outside the working hours of the weight measurement officers. In addition, it is also seen that there are too many examinations, i.e. the same truck on the same transport route is measured in terms of weight by the officers of each station, which causes transportation to be delayed.

For the management of heavy trucks to be in order, consistent, and quick, enable roads to last longer, and to reduce the funds required for road repair.

The Minister of Communication, Transport, Post and Construction

hereby issued an Instruction:

1.Weight measurement shall be conducted throughout 24 hours;

2. To ensure that not too many examinations are conducted and to ensure convenience and speed of weight measurements at the next station, the transporting truck will only be measured at the starting point and end of destination by recording the quantity of goods and having the station officer singed on the weight record certificate, and displaying the certificate to the stations along the transport route to avoid any unnecessary examinations.

  • In case of suspicion or doubt that the truck weight exceeds the limit specified by the MCTPC, the stations along the route can reexamine and fine in accordance with regulations if the truck weight is excessive.
  • Upon examination, if it is found that the weight record certificate has been duly issued by the starting point station and the truck weight does not exceed the limit specified by the MCTPC, the truck will be released from the station and no measurement fee shall be charged.

3. The weight measurement fee will be charged at the starting point station and end of destination. There will be no fee for weight measurement and examination of complied weight record certificates at stations along the route.

Therefore, this Instruction is issued for the Department of Transport to inspect and for the Division of Communication, Transport, Post and Construction in provinces, capital, and special zones to strictly implement this Instruction.
