CLIP helping ASEAN Members build effective enforcement operations

Vientiane, Lao PDR - On 20-22 February 2018, competition law enforcement officials from mainland South East Asia attended a workshop to help them prepare to enforce competition law. The Phasing Enforcement Workshop placed an emphasis on establishing effective enforcement operations and raising awareness of the need to establish a ‘credible threat of enforcement’ when implementing a new law. 23 ASEAN competition experts attended the three-day workshop, which centered on peer-to-peer learning including through dynamic group discussions and problem solving.

Vientiane, Lao PDR - On 20-22 February 2018, competition law enforcement officials from mainland South East Asia attended a workshop to help them prepare to enforce competition law. The Phasing Enforcement Workshop placed an emphasis on establishing effective enforcement operations and raising awareness of the need to establish a ‘credible threat of enforcement’ when implementing a new law. 23 ASEAN competition experts attended the three-day workshop, which centered on peer-to-peer learning including through dynamic group discussions and problem solving.

During workshop activities, officials grappled with challenging issues such as case selection, developing robust processes to underpin effective investigations, and educating the community about rights and obligations under competition law.

Mr. Bounthiene KEOSIPHA, Director General of Internal Trade Department, Ministry of Industry and Commerce of Laos, emphasized that, this workshop will provide useful experience in term of Competition Law implementation for new agency like Laos. He encourage the fruitful discussion between all participants during 3 days workshop.

The Australian Competition and Consumer Commission (ACCC) facilitated the workshop, in partner with the Competition Division of the Lao People’s Democratic Republic Ministry of Industry and Commerce. The workshop was part of the Competition Law Implementation Program (CLIP), which is managed by the ACCC under the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) Economic Support Program (AECSP).
