This decision defines the regulations, principles, and measures for the management and monitoring of postal services business operating license in order to ensure that the activity is implemented accurately and orderly; to promote greater use of postal services for both domestic and international; to achieve the modernization, quality, convenience, promptness, and security; and to contribute to the national socio-economic development.

List Measures Related to Legal Documents

documents to apply for operating permit in postal businessIndividual or legal entitiy who desire to operate postal business shall apply for operating permit as follow:
(1) a Copy of investment license and enterprise registration certificate
(2) service standard imposed by the Postal Service authority and the International Postal Union;
(3) letter of appoinment or letter of antoney from business partner (in case it represents a foreign company under the same name);
(4) Trademark;
(5) List of specialized officers and thier certificates;
(6) Other documents as necessary.		Active

1. Be approved by postal companies

Criteria of the authoried postal stationary service provider (Complete)The authorized postal stationary service provider (Complete) must comply with the following cafeterias:
1. Constitute as State enterprise with registered capital over one billion kip in Lao PDR;
2. obtain printing approval from relevant sector
3. obtain office or distribution store in lao PDR		Active
Criteria of authorized Postal financial service agencyindividual or legal entity who desire to operate business as authorized Postal financial service agency must comply with following cafeterias:
1. obtain enterprise registration certificate in Lao PDR.
2. obtain office, service tools and equipment
3. Financial transaction must be made through postal company which is authorized to provide financial service		Active
Criterias of the authoried postal financial service provider (Complete)the authored postal financial service provider (Complete) must comply with the following cafeterias:
1. constitute as State-owned enterprise which its registered capital is over 1 billion kip in Lao PDR
2. financial service has been authorized by relevant sector
3. the office is located in Lao PDR		Active
Criterias of the authoried postal financial service provider (Complete)the authored postal financial service provider (Complete) must comply with the following cafeterias:
1. constitute as State-owned enterprise which its registered capital is over 1 billion kip in Lao PDR
2. financial service has been authorized by relevant sector
3. the office is located in Lao PDR		Active
Criterias for authorized Postal facility service provider individual or legal entity who desire to operate business as authorized Postal facility service provider must comply with the following cafeterias:
1. obtain enterprise registration certificate in the province.
2. obtain Workplace, tools and equipment
3. Delivery or distribution must be made through the authorized public or private postal company in Lao PDR.		Active
criterias for the authorized Postal information service providerindividual or legal entity who desire to operate business as authorized Postal information service provider must comply with following cafeterias:
1. obtained enterprise registration certificate in lao PDR.
2. obtain workplace, service tools and equipment
3.Using and providing service on communication system must be authorized by relevant sector		Active
criteria for authorized Postal information and facility service provider individual or legal entity who desire to operate business as authorized Postal information and facility service provider must comply with the following criterias:
1. obtain enterprise registration certificate in the province.
2. obtain Workplace, tools and equipment
3. Delivery or postal distribution must be made through the authorized public or private postal company in lao PDR
4. Using and providing service on communication system must be authorized by relevant sector		Active
criteria for authorized postal service delivery within provinceindividual or legal entity who desire to operate business as authorized postal service delivery within province must comply with the following criteria:
1. obtain enterprise registration certificate in such province.
2. obtain Workplace, delivery vehicles and equipment
3. Not allow to provide postal delivery between the provinces and countries 		Active
criteria for authorized postal service delivery across the countryIndividual or legal entity who desire to operate business as authorized postal service delivery across the country must comply with the following criteria:
1. obtain enterprise registration certificate in Laos with registered capital over 500 million kip;
2. the office must be located in Lao PDR;
2. obtain delivery vehicles and equipment;
3. Not allow to provide postal delivery between countries.		Active
Criteria of authorized postal service delivery between the countries (Type 5)Individual or legal entity who desire to operate business as authorized postal service delivery between the countries (Type 5) must comply with the following criterias:
1. obtain enterprise registration certificate in Laos over 500 million kip;
2. the office must be located in Lao PDR;
3. Not allow to provide postal delivery (import and export) in Lao PDR.		Active
Criteria for authorized postal service delivery between the countries (Type 4)Individual or legal entity who desire to operate business as authorized postal service delivery between the countries (Type 4) must comply with the following criteria:
1. obtain enterprise registration certificate in Laos with registered capital over 500 million kip;
2. the office must be located in Lao PDR;
3. obtain service center, delivery vehicles and equipment;
4. obtain the postal officers and staff;
5. Not allow to use document formality belong to International Postal Union, but require to obtain its document formality in according to the postal delivery principle;
6. Not consider as Agency and not allow to import parcel through foreign postal company which is member of International Postal Union.		Active
criterias for authorized postal service delivery between the countries (Type 3)Individual or legal entity who desire to operate business as authorized postal service delivery between the countries (Type 3) must comply with the following criterias:
1. obtain enterprise registration certificate in Laos with registered capital over 200 million kip;
2. the office must be located in Lao PDR;
3. obtain service center, delivery vehicles and equipment;
4. obtain the postal officers and staff;
5. Not allow to use document formality belong to International Postal Union, but require to obtain its document formality in according to the postal delivery principle;
6. Not consider as Agency and not allow to import parcel through foreign postal company which is member of International Postal Union.		Active
