In-country refresher training and technical assistance workshops to prepare negative list schedules under took place on 14 – 16 October 2019, at Lao plaza hotel, Vientiane capital. The event was chaired by Mr. Saysana Sayakone, director general of department of foreign trade policy, ministry of industry and commerce, with 50 distinguished delegates from related line ministries and sectors actively attended to the said workshop.

The workshop was supported by ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) Economic Cooperation Support Program (AECSP) with the aims to build awareness and understanding for relevant minsitries and sectors in Lao PDR on preparatory work on transitioning  the services commitment of Lao PDR from positive list schdules into the negative list schedules.

Laos has performed its obligations, as provided in specific services commitments, under ASEAN framework agreement on services (AFAS), through positive list schedules approach, said by Mr. Saysana. Currently, those commitments are transitioning into negative list schedules in order to promote the further development on trade liberalization in this region. As the result, The free trade agreements on services under other frameworks tend to be transitioned into negative list schedules as well, he said.

He also pointed that the transitioning from positive list shedules into negative list shedules is challenging since Laos has no previous experience on drafting such schedules. Therefore, DFTP has proposed this training workshops to raise awareness and encourage the relevant ministries and sectors to prepare the negative list shedules from now on.
